Tara/Skryne Landscape Plan

The proposed Tara/Skryne Landscape Conservation plan is an attempt to protect and preserve an old and sacred area but it may be scuppered by a small cabal of politicians who are again spreading scare storied and lies to keep the area open for all and any developement.

The proposed Tara/Skryne Landscape Conservation plan is an attempt to protect, preserve and develop a new framework for the area, in consultation with the local community. It wishes not to deny or prevent development but rather to manage it in a way which will protect this landscape, perhaps the oldest and most important we have from a view of mythology, heritage and history.
This landscape is internationally known and held to be an area of deep interest and value to all humanity. It still contains a rich tapestry of wells, raths, woods, burial places, streams and of course the Hill of Tara at its centre.
It is still green mostly and if protected and properly managed could prove the basis for a local and rewarding tourist, heritage and eco economy, sustainable and right.
For once and after many sad mistakes the Tara area was looking in the right direction.
However and despite running a road; the M3 through its centre, local politicians are now engaged in scare mongering in an attempt to scupper the above plan and thus leave what remains of the valley without regulation or protection.
Their blinkered development led ideology sees the Hill of Tara alone as having protection and merit and leaves the rest of the landscape open for business, something which will in time destroy it, its past and its future possibilities.
We all know the consequences of this, we all pay through our teeth now for the results of this and so we ask you to highlight and face down the newly formed mob; led as usual by Fianna Fail's Killian, Reilly et al.
A royal county should have at its centre protection and care, if not it will end where it is being driven; in a royal mess.

Further to our recent contact regarding the above, I wish to inform you of recent contact to us from Wendy Bagnall, Senior Planner, Meath County Council.

They have organised an “information evening” in the Boyne Suite of the Ardboyne Hotel for 7.30pm on Monday 13th September 2010.

I would urge you strongly to attend this meeting as I am of the opinion that Meath County Council will do everything to put this Conservation through the Council meeting in October probably.

They have also invited all Councillors to a similar “information” meeting on September 7th.

I am still completely opposed to this proposed Conservation Area.

The Rural Housing Policy for the area as set out in the current County Development Plan 2007-

2013, will remain unchanged if the Landscape Conservation Area is adopted in its current form.

The Tara Skryne Landscape is a living and working landscape with a vibrant rural community

which is detailed in the socio economic profile given in the explanatory document. It is dynamic

and constantly evolving, the objective of this project is to positively manage change guided by

the principles of sustainable development and the policies and objectives of the Meath County

Development Plan 2007-2013.

The Rural Housing Policy for the area as set out in the current County Development Plan 2007-

2013, will remain unchanged if the Landscape Conservation Area is adopted in its current form.

Since commencement of this project in March 2009, Meath County Council is satisfied that,

through a process of active engagement with the local community and other stakeholders,

meaningful public consultation has taken place. This public consultation process is ongoing. For

ease of reporting, the details of this process, rather than being outlined in each submission

response are summarised on Pages 5-8 of this report.

The draft boundary was decided through the public consultation process and reflects the

outcomes of the participatory boundary workshop held on March 24th 2010 where participants

defined the character of the landscape based on physical, cultural and visual characteristics. The

outcomes of the public information events and project stakeholder meetings informed discussions

at the boundary workshop. A report on the boundary workshop has been published on the

project website (www.taralandscape.ie).

The Meath County Development Plan 2007-2013 sets out appropriate planning and sustainable

development policies and objectives for the county and will continue to provide the framework

against which individual planning applications are assessed in the Tara Skryne Landscape.

County Meath is renowned for its rich soils and pasturelands that have supported a variety of

farming types. Meath County Council acknowledges that generations of faming families have

played an important cultural role in maintaining and creating this landscape. In drafting the Tara

Skryne Landscape Conservation Area Meath County Council has articulated that landscape is

about the relation between people and place and has sought a balance approach to landscape

management consistent with the principles of sustainable development.

Meath County Council has held meetings with the Meath IFA and has kept Meath IFA informed

during various stages of the project. Meath IFA was invited to and attended the boundary

workshop on March 24th in the Ardboyne Hotel. A report on the boundary workshop is available

on the project website (www.taralandscape.ie).

The Meath County Development Plan 2007-2013 sets out appropriate planning and sustainable

development policies and objectives for the county and will continue to provide the framework

against which individual planning applications are assessed in the Tara Skryne Landscape.

Current farming practices will not be affected if the LCA is adopted in its current form. Section 204

of the Planning & Development Act, 2000 allows a Planning Authority to designate an area as a

LCA. The Minister may in turn prescribe that certain developments within the area do not

constitute exempted development. The order of the Planning Authority designating the area as an

LCA may specify that any development prescribed by the Minister will not be exempted

development within this area. The de-exemption proposals contained in the draft LCA will not be

activated unless so prescribed by the Minister.

To whom it concerns,

The Tara Skryne Preservation Group would like to register our deep distress at recent radio and newspaper reports of local Meath Co. Councillors rallying against the implementation of the Tara Skryne Landscape Conservation Area Plan. A campaign of scaremongering and misinformation is being perpetrated by FF, FG and Independent councillors through which allegations of land sterilisation, eviction and non provision for Planning of one off housing has been instigated. The Draft Plan is to go before the Council on 5th July 2010 for voting.

Several Meath Councillors including Shane Mc Entee TD FG , Mary Wallace TD FF and Nick Killian FF are, in our opinion, misrepresenting the facts which can be seen clearly outlined in the Tara Skryne Landscape Conservation Area Plan located on Meath County Council’s website. The Plan contains more than adequate reassurances on these very same issues.

This is scandalous and reprehensible behaviour unbecoming of elected representatives who are supposed to be working for the good of the community. Instead of informing and educating locals whose fears over the implementation of the Plan are intensifying, they have been encouraging opposition to it with misinformation, inaccuracies and innuendo at a series of meetings in Tara Skryne, on LMFM Radio and in local newspaper interviews.

This is the first Landscape Conservation Plan to be drawn up anywhere in this country and was first announced by Dick Roche the Minister for Environment in 2005. It was later endorsed by Meath Councillors and included in the Meath County Development Plan 2007-2013. Many consultative meetings have taken place since then with locals, stakeholders and experts in various fields yet it is only recently that objections have been raised and all before the deadline for submissions had even been reached. This suggests that the voices of those who prepared submissions for the Wednesday 16th June deadline will not be taken into account by these publicly elected Politicians even before the planning process has been concluded.

The Tara Skryne Preservation Group fully supports the principles outlined in the Plan believing it will be of great benefit to the local community by preserving the landscape rich in history and heritage for future generations, as well as promoting Meath as a Tourism and Heritage destination.

We ask that the Meath Co Council team involved with this project, The Heritage Council and the Dept. of the Environment assuage mounting fears amongst locals by counteracting the concerted campaign of negative propaganda which is currently in full sway. We can only assume that the real fears spreading in the community are being fueled by developers etc. in reaction to the prospect of a drop in revenue from not being able to proceed with inappropriate development within the Tara Skryne Valley.

The Tara Skryne Preservation Group calls on our more responsible Politicians to take the lead, to do what is right by coming forward to support the Plan for the present and future good of all.

To Meath Politicians.
In 1998, The Irish Government; then as now Fianna Fail, signed the Aarhus Convention.
In 2007 the same government signed the Declaration on the Rights of Indigenous Peoples.
Both of these were hailed as milestones in the relationship between governments, the governed and the environments in which they lived.
Both offered protection against the sort of crimes that are carried out in Ireland now under the banner of need and progress.
However since then neither have been ratified, neither are quoted, respected or recognised.
Do any of you know why?
Do you have thoughts about this?
Will any of you move to correct this or do you all think that these too should be left in darkness and dust, in the interest of the common good?
It seems to me that we are so seriously out of step with the pronouncements we make, with the things we sign up to and the acts we do to have one believe that we, alone on earth, are not bound to reality.

Sorry,
I have just been informed that I have made a grave and terrible mistake.
I wish to apologise.
It was Shane McEntee TD of Fine Gael that was on the radio program not Cllr Shane Cassells.
I mixed up one Meath Shane with another, the result of a mix up of email addresses.
However my little letter was intended to all politicians who now despoil and destroy the once Royal County of Meath.
Both Shane’s belong to parties who are becoming deeply unpopular, trying to dump their leaders and thus slip the net of history with regards to their part in the destruction of Ireland.
Neither have ever show any interest in sustainability or its ethics, both welcomed the M3 despite the river of warnings from people who knew better and were sane and civilised, neither seem to have read and then informed the Meath populace about the Tara-Skryne Conservation Plan or moved to put right Mz Jamal’s shameful comments about people being evicted, doing wrong when people demand it etc.
Both are against this plan and will work to have it destroyed, both have said so, both show only contempt for wildlife, our heritage and biodiversity, both support Nama, both supported the Lisbon Treaty and its theft of our sovereignty; I could go on and on.
It has reached a stage where hardly anyone now knows the differ anymore between them, if and when it ever existed, and where almost everyone is beginning to say they are all the same.
As a Meath Man I now apologise for my part in that.

To Meath Politicians; S. Cassells and S. Jamal,

I have just listened with alarm to your simple, flat voiced support of mob rule in a podcast from a radio program on Monday.
Classic political ideology seen it as given that some people (politicians) would educate themselves, research, accept and then promote change for the better. This is what we call leadership.
You though seem to say no; we let people instead decide and we will follow them.
Mz Jamal has even said that even if people are wrong she will still be with them.
If they decide to badger bait, witch hunt or lynch then so be it.
Of course this will not happen in Meath so we make do with lesser evils. Ordinary people do litter, pollute, defoliate, kill, maim and destroy; the royal county shows this to anyone who cares to walk its once emerald fields.
Shane talks about shooting, fishing and fun; but is it all fun?
Shooting involves blowing the head of a mother hare trying to protect her young, shooting involves killing a goose who wishes to land here and rest, shooting involves killing crows who have lived here longer than those who see it fun to murder them.
Would either of you class this fun in public?
I personally found two dead crows in one field last Sunday near Tara, I count tens of these intelligent creatures dead on any stretch of road, anywhere.
Tara and its lawn is in trouble, our land is in trouble, our planet too. We need leadership in a way we never did before yet both of you misuse your positions to make things worse.
I hope that the real powers that govern existence have listened to your weaselled words and that one day you will be force to pay.
I hope you both will not escape the destruction that you now so casually prepare.

FG's Shane Mc Entee and Suzanne Jamal both bungle their way through the brilliant questions posed by Michael Reade - some of which came from Meath Archaeological and Historical Society. Mc Entee was unable to show the relevant part of the document that says there will be no provision for one off housing. He first agrees with MAHS then contradicts himself that there will be no change to planning provisions by deflecting the Tara Landscape Conservation Area Plan into comparison with the Newgrange Buffer Zone which is governed by a completly different set of rules ie. UNESCO World Heritage Status something which Tara is never likely to get due to the M3 Monster roaring through the Valley. Note that a similar application for World Heritage Status has been declined for years at Armagh's Royal Site, Navan Fort, due to its proximity to a quarry.

They are peddling misinformation and responding to local fears by scaremongering and prostitutiong themselves for votes instead of informing and educating the locals to the actual contents of the document which they have obviously not studied.

When Jamal was asked if the local representatives have been asleep at the wheel seeing as it took five years for FG to change their minds on the plan which was endorsed and included in the Meath County Development Plan 2007-2013 she responds by saying that locals would be evicted! Michael Reade asks "Who will be evicted?" and then she back tracks to saying that they need reassurances. I have never heard such scandalous misrepresentation in all my life.

Well done MAHS for getting in there and showing them up.

Here's another. In fact Deputy Shane Mc Entee FG is on the record as saying that the FG Party line is to all blanket vote against the Plan. So thats both main parties against it and most Independents by all accounts swung over by Nick Killian etc. Some are more careful than others where they are heard talking.

These Politicians have stated publicly that they will be voting against the Landscape Conservation Area even before the deadline for submissions has been reached. The deadline for submissions is Wednesday 16th June 3.30pm

This is the plan in question. The Meath Councillors one by one are admitting they havnt even read it and yet they feel qualified to vote against it. They are being stirred up by the usual suspects already mentioned by the previous poster- and others. They are saying that they werent involved, not informed of meetings and workshops but that is a lie. They just didnt bother to turn up.

The Farmers are saying they wernt represented either but there wasa IFA rep there at the Boundary Workshop- he just didnt bother to report back to his other group members about it. That is a piece of news that came as quite a shock to them over the weekend.There is a concerted effort to scupper the plan between the lot of them so that the developers can continue their cosy relationships with Meath Councillors and with the Council coffers broke they will bend over whatever way they are told to.

God help Ireland.
