Shell, break the pipe and obey the law!

Multinational Shell is being advised to pay 250.000 euro fine and disobey the instruction of the Minister to break up the illegal pipe in Mayo.It is said Minister himself is considering the suggestion.
Multinationals have no problem paying fines. Quite often their way of overcoming law. That is how governments and their laws are treated with impunity. Is the 250,000euro to be offered as a bribe to the people of Kilcommon? Where do fines go? Who determines that? Who costs a breach of law.
It looks as if all this is taking place out of the Court? Has Shell agreed? Has a judge agreed? Has the Minister agreed? Looks like dialogue is at work but not with the Rossport farmers and their supporters!

They suggested paying money to a local parish hall or something instead of dismantling the pipe... a shallow bribe if I ever heard one.
